Task force opponents are not set according to the higest level player, but the highest level that can possibly get the task force. The "main" TFs (the ones with the roman numeral badges) have hard-coded difficulty levels, at the high end of the eligible range; they don't scale down if you don't have higher-level people like the Striga or respec TFs do.
