Task force opponents are not set according to the higest level player, but
the highest level that can possibly get the task force. I assume this is
also the case with Sister Psyche.

The "main" TFs (the ones with the roman numeral badges) have
hard-coded difficulty levels, at the high end of the eligible range;
they don't scale down if you don't have higher-level people like the
Striga or respec TFs do. So make sure to take a few people on the
high end if you want to make it through.
